Why doesn't sea water freeze so easily?

Seawater contains the high amount of impurities than tap water and freezing point of a substance(water) increases when impurities in the substance increases. Hence seawater has a lower freezing point of -2 or -4 degrees Celcius and therefore sea water does not get freeze easily.
