Why don't we consider children,the elderly as well as women as a liability

Working age women are not a liability because they contribute to the economy. Even if they don't engage in paid employment, they contribute to the economy through their unpaid work at home.

Children and the elderly are considered dependents since they cannot work as much as adults. They are not liabilities. Children are the future workers. The elderly have contributed to the economy already and are enjoying the fruits of retirement during their old age.
