why factory or workshop owners did not accommodate the migrant workers?

They didn't accommodated these people because they were concerned for their profit without spending their money on any thing else like houses for workers etc.The Housing facilities were not provided by the employers it was done by Private landowners provided cheap but unsafe tenements for the migrant workers
