Why has the Indian Parliament cleared the second amendment of the country's patents bill?

It was observed that some MNCs or other organizations obtained patent on products or services which had been part of the traditional knowledge of developing countries. This act had the potential of exploitation of indigenous people by not providing adequate compensation and or commercial exploitation. To prevent such a misuse of patent, the Indian Parliament cleared the second amendment of the country's patent bill.
