Why in the ten percent law of transfer of energy, why only there is 10 as the number?Why can't there be 20 or 30 etc.

Ten percent law of energy states that only 10% of the energy is transferred from a lower trophic level to a higher one. This means that only 10% of the stored energy from producers is transferred to herbivores. The remaining 90% of this energy is used by plants for various processes such as growth, respiration and reproduction. Similarly, only 10 % of the energy of herbivores is transferred to carnivores.
