Why is a SOLENOID made by winding wire over a NONCONDUCTING cylindrical tube ?

If the cylinder is made out of conducting material,then we need to provide extra insulation which increases the cost of production.
Moreover if the cylinder were conducting,then the changing magnetic field induces eddy currents which results in heating of core and hence wastage of energy.
