Why is charge always proportional to potential difference for any random conductor

The potential difference gives the strength of the electric field across the ohmic resistor. The resistance is a measure of the drag force on the electrons moving through the resistor. THe bigger the PD, the bigger the electric field, the higher the (drift) velocity of the electrons. The higher the speed of the elctrons through a specified component the higher the charge.
