Why is fluorine more electronegative than oxygen?

Dear Student,
Fluorine is more electronegative than Oxygen.The ability of fluorine and Oxygen to stabilize high oxidation states is due to their small size and tendency to attract electrons. But size of fluorine is less as compared to Oxygen so it has higher tendency to attract electrons toward itself.
