Solution
Hydrogen chloride gas is highly soluble in water.
Dissolution of Hydrogen chloride gas in water forms Hydrochloric acid.
If Hydrogen chloride gas is collected over water, it will immediately dissolve in water to give Hydrochloric acid. Hence, it is not collected over water.
Moreover, Hydrogen chloride is heavier than the air. Hence, it is collected by the upward displacement of air.
