Why is it difficult for us to see Mercury because of its being on the horizon?

Mercury is very close to the horizon at sunrise or sunset and therefore, is often hidden behind the mountains, tall buildings etc. Hence, it is difficult for us to see Mercury. However, it can be seen in open places, where there are no obstacles in the way.
