Brakes prevent the wheels from rolling. To move a bike with brakes on, it must be pushed like a body with no wheels.
With brakes on, it's difficult to move a bike because sliding friction is greater than rolling friction.
The wheels cannot move if the sliding friction is larger than the rolling friction.
