Why is it logical to end a period in the modern periodic table?

In Modern periodic table, at the end of each period, the valence shell is completely filled.
On moving from left to right in a period, the number of valence electrons increases from 1 to 8.
After end of first period next element has valence 1,it should çome under 1st group in next period.
