Why is it not safe for an electrician to carry out electrical repairs in the outdoor areas during heavy downpour?

Downpour is heavy rain and no, it is not safe as water conducts electricity. So carrying out repairs, the water falling down may come in contact with the device which is being repaired as cause harm to the person repairing it. So, he/she should not carry out repairs during heavy down pour.
