Why is it so that it is difficult to drive a bicycle on a concrete Road with less pressure in the tyres

Less pressure on the tyre will increase rolling
friction which make riding difficult

Tyre with high pressure has only low surface contact with concrete road But when the air pressure is low, the tyre is no longer able to carry the weight of the vehicle and starts making more contact with ground due to to which it feels more friction
