Why is it that all like charges repel and unlike charges attract?

What causes them to do so?

Two same charge repel each other because their electric field are doesn't make any loop for attraction, they are bending to show repulsion. On the other hand, two opposite charges attract each other because their electric Field make a curve having direction towards each other.
