Why is NH4OH a weak base when it has more concentration of H ions than OH ions?

NH4OH is a weak base because it is partially ionised in water and produce a small amount of hydroxide ions (OH- ions)
NH4OH (aq) water NH4+ + OH-

It does not act as acids because NH4+ is stable in water. It does not dissociate in water to give H+ ions.
