Why is oxalic acid heated before titrating against KMnO4 ?

The reaction between oxalic acid and permanganate is a complex reaction and the rate of the reaction is very slow at room temperature. The formation of
Mn​2+ which acts as a catalyst to speed up the reaction is necessary which is achieved by the decompostion of KMnO4. For this hot oxalic acid is needed.
