$Mn$ in ${KMnO}_{4}$ is in $+ 7$ state with $d^{10}$ configuration.
The deep purple color of ${KMnO}_{4}$ is not due to the $d - d$ transition, but because of the charge transfer (from $O to Mn$ ) reducing the oxidation state of $Mn$ from $+ 7$ to $+ 6$ momentarily.
