Why is repulsion considered as a surest test of magnetism?

Solution
Magnetism is defined as “all magnets either attract or repel other magnets and magnetic materials”.
It can be determined that an object is a magnet by the property of repulsion.
When we have a magnet with a known pole and we check for attraction, the attracted object can either be a magnet with the opposite pole or a magnetic material itself.
The only way material can repel is when it is a magnet.
