Why is the period if 1793 to 1794 in France referred to as reign of terror?

Maximilian Robespierre was the leader of Jacobin club and Convention government.Hefollowed a policy of severe control and punishment between 1793 and 1794. The period is therefore, known as the Reign of Terror. During this time, all those who were viewed by Robespierre as enemies of the Republic were arrested, imprisoned and tried by a revolutionary tribunal. Those who faced the brunt of his actions were ex-nobles, clergy, members of other political parties and even members of his own party who did not agree with him. On being found guilty, those under trial were guillotined. Robespierre's government proclaimed laws placing a ceiling on wage and prices. Meat and bread were rationed and peasants were forced to transport and sell their grain to the cities at prices fixed by the government. Expensive white flour was forbidden and citizens were required to eat loaf made of whole wheat. Churches were shut down and their buildings were converted into barracks or offices.
