The dielectric becomes polarized. Positive charges in the dielectric move in the direction of the field and the corresponding negative charges move against the field.

This has the effect of building up a net negative surface charge on the surface towards the source of the field, and a net positive surface charge on the surface away from the source of the field. The charge separation creates a counter electric field that partially neutralizes the original field.
