Solution

(NH4)OH or liquid ammonia is a weak base it can not give enough amount of oh- ions to dissolve al(oh)3. The al(oh)3 is soluble only when the medium has good concentration of oh- ions. Thus al (oh)3 does not dissolve in aq. medium of NH4(OH).
