Valency of an atom is the number of electrons donated or taken up in the formation of bond. Valency is always a whole number because number of electrons donated or shared cannot be fractional.For example Cl atom , its valence electronic configuration is 3s​23p5 , it requires one electron to complete its octet. So, its valency is 1.
