Why isn't there any need for inoculum in biogas plants?

Biogas plant, an Anaerobic biodigester , consists of a population of methanogens to remove inhibitory byproducts. Rumen is the source of these methanogens and hence, sufficient to start the process. This rumen is itself act as an inoculum and supplied continuously from rumen waste disposal.
