Water is ejected out from pipe with a high force to give it increased velocity. Now water leaving the pipe exerts the same force on pipe as well.This force is felt by the fireman, and hence he finds it difficult to hold on to the pipe.
This is the application of Newton's third law of motion which states that for every action, there is an equal and opposite reaction.
