why Kerala has low infant mortality rate and on the other side Bihar has the highest infant mortality rate?

Kerala has a low infant mortality rate as them is a high development of education and health facilities. The literacy rate in Kerala is 93% and most of the people in the state are educated.
In Kerala, people are well aware of health care facilities and the importance of girl child, and this is one of the reasons why Kerala have a low infant mortality rate.

Bihar have a high infant mortality rate because Bihar has lack of health facilities. Child-rearing practices, not every traditional practice is good. Various diseases can easily be controlled by vaccine administration and immunisation of child, but the health care system has yet not gained the trust of all the individuals. Many people, especially in a rural population do not get their child vaccinated.
