Kerala has lower per capita income but better human development ranking than Haryana because of following factors:
1. Kerala has the highest literacy rate in the country that is 91%.
2. The Infant Mortality Rate of Kerala is much less than that of Haryana .
3. Net Attendance Ratio of Kerala is higher than that of Haryana.
4. Kerala has better health and educational infrastructure than Haryana.
5. Kerala also has better public facilities like PDS, ration shops etc.
