Why metal oxide are bases without carrying hydroxide ions

We know that metallic oxides are basic nature. This is because the oxides of metals like MgO or CaO or Na2O form hydroxides in their aqueous solutions. For example:

K2O+H2O⟶2KOH

MgO+H2O⟶Mg(OH)2
Since it can form hydroxide ,so it is basic in nature
