Why non metal don't conduct electricity as they also have ions and free electrons ?

In metals valence electrons are responsible for electric current. These electrons are free to move. Free flow of elecron is called current. whereas in nonmetals most of the electrons are not free move. That's why most non mentals are not conducter of electricity.
