Dear student,
In rainy season due to humid atmosphere transpiration is low and the moisture in the soil is high which promotes root pressure which can be called an alternative to transpirational pull but it can reach maximum till the height of 7 meter. Therefore root pressure is optimum in rainy season.
During rainy season sufficient water is available and the climate favours enzymatic activity in the plants and thus metabolic activity increases.
Root pressure is retarded by absence of oxygen, drought condition, low temperature and starvation because during all these extreme conditions plant maintains its basal metabolic rate and invests most of the energy in survival of plants and tries to save as much energy as it can. Therefore root pressure is retarded.
