Why parliamentary democracy is also known as cabinet form of Government? Explain it by giving importance of cabinet minister in parliamentary democracy?

The parliamentary democracy is also known as cabinet form of Government because of the following reasons:
a. The cabinet ministers are the full fledged ministers who hold important portfolios like Defence,finance,,home etc.
b. They are the top-level leaders of the ruling party or parties.The cabinet ministers are the most trusted colleagues of the prime minister .The prime minister always consults them.
c. The Council of Ministers has a whole rarely meets as it is not practical for the whole body to meet and decide on policy matters, thus it is the Cabinet who takes all important policy decisions on behalf of the Council of Ministers. The decision of the cabinet are binding on all the members whether they are party to the decisions or not.
d. Cabinet ministers are responsible for defending and explaining the decisions of the government.
e. The important role which the cabinet ministers perform is to supervise the bureaucracy .
