Solution

The period from 1793 to 1794 in France was called Reign of Terror because this period witnessed many massacres and public executions. This time was anti-nobility and full of wild and vague accusations levied by Robespierre and the committee of public safety. The other reasons such as intellectual enlightenment, the pressure of sociopolitical reforms, rejection of old traditions and morality, and clash with religious dogmas pushed France into reign of terror.

Robespierre always thought that French people lack the idea of change and not capable of making the change in themselves. They should be eliminated in in order to make society more change ready. Conservatives such as clergy or priests were forced to leave or were executed as to make society more rational. Monarchical setups were uprooted and supporters were executed. People were asking for reforms and Robespierre gave them this reign to divert their attention for some time but it became a permanent feature of brutal Jacobin government.
