Why regeneration is mechanism for reproduction in lower organisms but not in higher organisms

regeneration can mostly occur only in organisms with simple cell structures like planaria .
organisms with more complex cell structures cannot regenerate because each cell has a different function and has different tissue structures like in human beings...
so they cant regenerate to form an entire human being as they dont have the information in the cells to regenerate
