Sc3+ has 3d0 outer electronic configuration with zero unpaired electrons. Hence, Sc3+ salts are colorless.
Cr3+ has 3d3 outer electronic configuration with 3 unpaired electrons. Hence, Cr3+ salt are coloured.
Note: Colour in transition metal compounds is due to presence of unpaired electrons which cause d-d transitions.
