Why sky wave propagation is not possible for high frequency radio waves?

Sky wave propagation is not possible for high frequency radio waves because the atmosphere is opaque and will reflect signal well only for lower frequencies.At higher frequencies the atmosphere is not opaque at all.The power will transmit out to space ,which is not we want.It would not let sky waves propagate it will just head out into space.
