Sledges are not provided with wheels because they slide on snow. Snow offers less friction, so the sledges don't need wheels to make them slide.

Sledges used by Eskimos have no wheels as the application of wheels reduces the area in contact with the snow. As pressure is inversely proportional to area, less will be the area more will be the pressure. Due to the access of pressure wheels may sink in the snow and it will be difficult to move them.
