Why voltmeter is not connected in series?

Basically voltmeter measures potential difference between two point, usually across circuit elements, for instance resistor, capacitor , Inductor etc, as these element consume or dissipate or store energy, the voltmeter measures potential drop across the element.

Now compare this with a river flow, at any two different point fluid pressure or other variable might not be the same.
