Though the administrative reforms that Napoleon had introduced were good, that did not change the fact that the conquered people were still under French rule. Administrative efficiency did not mean political freedom.
Increased taxation and censorship was imposed by the French Government on the newly conquered territories.
Forced conscription into the French army to conquer other territories was also not popular with the newly conquered people.
