In 1919 the Imperial Legislative council passed the Rowlatt Act.
The purpose of Rowlatt act was to control the growing public unrest and to suppress any kind of conspiracy against the British government.
Act passed in 1919 authorised the British to arrest anyone without a fair trial in the court. It aroused much anger and public awakening. It curbed the Fundamental rights such as the freedom of expression and strengthened the powers of police.
