The Frankfurt Parliament was the first freely elected Parliament of Germany. It existed during 1848-49. The purpose behind this Parliament was to formulate a constitution that would transform Germany into a parliamentary democracy under a constitutional monarch. The Parliament failed in its objective as the Prussian emperor refused the offer of becoming a constitutional monarch.
