Why was the Prohibition enquiry committee set up?

Jawaharlal Nehru's government appointed a Prohibition Enquiry Committee to suggest a national programme for the implementation of Article 47. The Article states, "The state shall endeavour to bring about prohibition of the use except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health."
