Why water and electricity are not totally private??

Water is that asset where the government is the custodian of it that serves its every citizen. In India water was mainly public property but now it’s not new that private companies have undertaken the rights of many river waters and so. On the other hand, electricity was also public but after the Electricity act in India, privatization started in distributing electricity. Hence, water and electricity are not totally private.
