When the car is moving our body is also in motion with the car.
When we apply the brakes suddenly, our lower body, which is in touch with the car, comes to a halt, while our upper body, due to inertia of motion, continues to move.
Hence, due to inertia we tend to fall forward when a car stops suddenly.
