Why we usually do not see bright colours in dim light?

The retina in human eyes consists of rods and cones which are the photoreceptors. Cones are sensitive to bright light and are capable of color vision. Rods are not sensitive to color and are responsible for vision in low or dim light. Hence we usually do not see bright colors in dim light.
