Why we write theoretically current is proportional to voltage but numerically we write it voltage is proportional to the current ?

Dear student,

The voltage of the battery is fixed and the current is the entity that is produced due to voltage.
Hence we say current is proportional to voltage. But the flow of current is decreased due to resistance and hence to derive an expression knowing that V=IR, we write V proportional to I, so that the proportionality sign is replaced by an equal sign and a constant multiplied to the current.

So this is due to the conventions of deriving an expression.
