Why were the European foresters not in favour of the continuation of shifting agriculture? Give one reason

The European foresters wanted trees that could provide timer for expansion of railways. Shifting cultivation, land was left for few years for the forest to grow. Few years of forest could not give trees which europeans wanted. Therefore, they were against the practice of shifting cultivation.
