Will micelles formation happen in ethanol?

Micelles are formed when the non-polar part of soap attaches to the oil particles which are non-polar in nature and the polar part of the soap bonds with water which is polar in nature. Hence for micelle formation, the solution should have one non-polar part (which is usually oil) and one polar part (which is usually water).
If ethanol is used in place of water, the solution will not have any polar part since ethanol isn't polar enough to bond with the polar part of soap and hence micelles will not be formed
