Permanent settlement was introduced in 1793 by Lord Cornwallis in provinces of Bengal, Bihar, Orissa and Varanasi. It was an agreement between the British East India Company and the Landlords of Bengal to settle the Land Revenue to be raised. The Zamindars were made hereditary owners of the land under their possession. If they were unable to pay their taxes to British, then their land was sold out in auction.
