We know a rational number is expressed in simplest form pq and if q can be expressed as

2m×5n, then it is a terminating decimal

Clearly, 2 and 5 are not the factors of 23

8 can be expressed in terms of its primes as 2×2×2

Or, 8 = 2m.5n, where m = 3 and n = 0

Since q can be expressed in the form of 2m.5n, we can say 238 is a terminating decimal.
