In 1928, Kulaks were raided by party members, while touring areas producing grains. They enforced supervised grain collections.
Farms were collectivised, this decision was taken as there was continued shortage of grains.
Peasant farms which were small in size could not be modernised.
Small size land holdings were attributed to be the reason behind shortage of grains.
To establish large state controlled farms, and run them along industrial lines it was found necessary to seize the land of the peasants and eliminate Kulaks.
